Black Enrollment Down at CUNY


I was just reading in the NY Times how black enrollment is down at CUNY's top three colleges: Hunter, Baruch and Harlem's City College of NY.  The cause is said to be tougher admissions standards.  Now I could use this time to debate whether or not all City public colleges have a responsibility to admit interested candidates even if they are underperforming, and the implications of racism of any possible line of action.  But I'd rather offer an alternative solution (perhaps it already exists).  Any New York City student who does not meet the admissions requirements of the city college of their choice should be able to attend a CUNY program to get their grades up to speed and correct past inadequacies -- a prep school.  This would help even the playing field for students who may have been underserved by the Department of Education through their high school careers without demeaning the value of their ultimate degree.  Does this make sense to anyone but me?  Of course, since the purpose of this school is to undo the inadequacies of NYC schools, there should be free tuition available (ay, thar's the rub).
Now back to the inevitable finger pointing.

We should looking at the primary schools and the qulaity of the education and the basic lives that minority children actually live.

No child left behind is a convenient way for the ultra conservatives to point the finger of blame at parents, and therefore reduce social responsibility, and eventually the whole idea that the government should pay for schools. One day, it will be vouchers only .

And today's report in the NY Times mirrors the college story saying minority enrollment at top specialty high schools is also down. Lots of talk about creating more specialized high schools to open enrollment availability, but not much about improving the dismal grade school education system that creates the problem. One point made (but not followed through on) is the point that middle class families spend money on professional tutoring services, not available to low income families.
