I am hoping to take a 16 yr old niece to New York in February for a prom dress. Can anyone please tell me the days and hours of operation for stores in the Garment District? Will they be open President's Day? On Sunday? I am assuming spring fashions will be out correct? Does anyone know of any store that might be good? Any tips are greatly appreciated.

Most of the stores in the Garment District sell wholesale only and are not retail operations. There are dozens of them, and most sell remarkably similar merchandise. Your best bet in that area of Manhattan would be at Macy's. Spring fashions will be out well before February.
