You can't make this stuff up: a day before Halloween we learn of New York City's new Rat Information Portal (R.I.P.) at the easy-to-remember location of nyc.gov/rats. The City would like you to know it is actively undertaking new approaches to eradicate the biggest pest plaguing the five boroughs. Perhaps if they hired the Pied Piper of Hamelin the City might get better results. Just this morning we saw a flat rat in a bike lane and a tiny mouse near our electronic publishing house.
Speaking of rats, did you hear the one about the billionaire mayor who got the City Council to anoint him for a third term? Who made his money in information technology yet has a Board of Elections with a frighteningly outdated website and the most antiquated voting machines in the entire United States of America? Who suddenly realized just days before the election that folks were standing in line out of the door of the Board's offices to vote absentee? Who only today sent his IT staff over to the Board of Elections because their ancient computer system keeps crashing? Who claims he has a $20 million check "ready to send over" if only ___________ (fill in the blank)? Tuesday's election might be the biggest Halloween trick of 2008. It's great to have a Rat Information Portal—may the Board of Elections' website R.I.P.

New York City's premier haunted attraction, Blood Manor is a first class haunted house comprised of approximately 5,000 square feet of themed rooms, corridors, and a labrinth of passageways designed to to maximize one’s fears. It is intense, creepy and “scream inducing”! It is cutting edge in presentation and content; while children under 14 must be accompanied by a parent or guardian. (There are emergency exits you can use with the direction of a cast member – however, there will be no refund.)

Evin Cosby’s family focused high end women’s and children’s Tribeca boutique pb&Caviar is hosting an exciting Halloween Bash on October 31st, 2008 from 3-8pm.
Kids are encouraged to come in their best costume, receive a bag of treats, have the chance to decorate mini pumpkins, paint store windows and enter in a drawing for a pb&Caviar gift certificate. A DJ will be there spinning tunes to set the mood. This event will allow local families to celebrate Halloween together as a community.
Founder and owner Evin Cosby created the new boutique with family and community in mind. Anyone ages 5 and up can come in and have a pleasurable experience, whether mom is shopping for herself or the kids, she can enjoy entertaining the thought of bringing the children along shopping knowing they will be able to sit and color or read while she gets her retail therapy.

NYC.com has tickets for an exciting and spooky Halloween event at the The Top of the Rock Observation Deck at Rockefeller Center. Welcome visitors of all ages to a fun Halloween scene on Friday, October 31, 2008, from 8 AM to midnight at the 67th Floor Observatory, 30 Rockefeller Plaza, between 5th and 6th Avenues.
Mirrors, curtains and candelabras will transform the 67th floor Weather Room into a festive scene from which to enjoy the stunning, 360-degree panorama of New York City on the spookiest day of the year. Children can enjoy face painting, magic tricks and a sweet treat from 3:00pm – 7:00pm. Activities are free with admission.

Mano a Mano hosts its fifth annual Day of the Dead (Dia de los Muertos) celebration with a variety of events and workshops in the churchyard of St. Mark’s in the Bowery (10th Street and Second Avenue in Manhattan) from October 30th to November 2nd. Schedule:

2-6pm: Workshop in altar building
6:30pm: Traditional Dance Procession Assembles at Union Square
7-8pm: Traditional Dancers Arrive at St. Mark's for Ceremony at the Altar
Friday, October 31
6-8pm: Three Workshops: Paper Crafts for Day of the Dead, Sugar Skulls, Day of the Dead Bread
7-8pm: Performance by La Carpa: "Bailando Con la Más Fea" (Dancing with the Ugliest One); "Francisco y la Muerte" (Francisco and Death); “El Leñador” (The Firewood Collector) –Three short theatrical pieces, based on traditional stories, performed in Spanish with English translation

In what's become an annual ritual, the US Department of State opens the lottery today for immigrant visas. A maximum of 55,000 Diversity Visas (DV) are available each year to persons from countries with lower rates of immigration to the United States. Just about everyone is eligible, except those countries sending a total of more than 50,000 immigrants to the U.S. in the previous five years (Brazil, Canada, China [except those born in Hongkong or Macau], Colombia, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, India, Jamaica, Mexico, Pakistan, Philippines, Peru, Poland, South Korea, UK, and Vietnam). To enter the lottery, you must meet either the education or work experience requirement of the DV program.
The biggest winners proportionally by population density in last year's lottery appeared to be Cameroon, Morocco, Egypt, Ethiopia, Nigeria, Kenya, Bangladesh, Ukraine, Uzbekistan, and Fiji.
Entries for the DV-2010 Diversity Visa lottery must be submitted electronically between noon today and noon on Monday, December 1, 2008. You can apply by clicking HERE. Remember: it's free to apply, so do not pay someone to submit your application for you.
